According to a top ranking Marine Professional "currently the demand for Indian Officers on special ships is growing at an annual rate of 15-20%. The Japanese and European owners are sourcing staff from India, replacing the Senior European Officers. Thus India is to substantially increase its share in recruitment if trained officers are required."

Director General of Shipping observes that, "the Government has not allowed Private Institutions set up Marine Training Institutes during 1980's. This has allowed other countries to gain competitive advantage. Since 1990, the Government has allowed private organisations to impart Maritime training and with that India should be able to augment the supply of trained manpower to balance the expected shortfall."
